no, the fact that it's on a stage carriage bus route, and in theory the route speed should not exceed the speed limit at any time.
It's a weird piece of legislation from ancient times, which I don't believe has ever been updated. don't forget, back in the 1950's, buses could only rarely have a top speed higher than 30mph flat out!!!
